Tracking down the mysterious watcher in Batman: Arkham City triggers one of the most intriguing side quests in the game, known as Watcher in the Wings. Azrael silently observes Batman from high perches across the city, leaving ancient symbols behind after each meeting. Completing this hidden encounter chain requires players to locate him four times before deciphering his final message.
Finding the First Encounter Locations
The first sighting of Azrael occurs right after rescuing Catwoman from Two-Face at the Solomon Wayne Courthouse. He can be spotted standing on the roof directly opposite the courthouse entrance. After speaking with him, scan the glowing symbol left on the ground to register your progress.
For the second meeting, head toward the Industrial District once you complete your initial confrontation with the Joker. Azrael waits atop the massive Ferris wheel located just north of the Steel Mill. Interact with him again and scan the second symbol to advance the quest line.
Locating the Remaining Watcher Spots
The third encounter becomes available after completing story objectives in the Museum. Make your way to The Bowery and check the rooftops near the location where you rescue Mayor Sharp. Approach the silent guardian on the northwest corner of the building and scan his third mark.
The fourth location is in Amusement Mile following the battle against Mr. Freeze. Look for Azrael on a rooftop overlooking the GCPD building near a water tower. Scanning this final symbol allows the Batcomputer to combine all four sightings into a single puzzle.
Solving the Sigil Puzzle and Final Reveal
Once all four initial sightings are logged, open the Batcomputer map interface. Rotate and align the symbol markers so they line up with the four previous encounter points across Arkham City. This alignment projects a fifth destination situated near the Church in the eastern district.
Head to the marked wall at the final site to scan the larger emblem and trigger the ultimate dialogue with Azrael. He delivers a ominous prophecy regarding the dark fate awaiting Gotham City before vanishing into the night. Completing this encounter unlocks the Watcher in the Wings achievements and expands the overall story lore.
